1APP – Winchester ‘goes live’

1APP logoWinchester City Council went ‘live’ with 1APP, the national standard planning application form, on 25th February 2008. Since this date all applications have been validated against the national requirements, as set out by government in their document The Validation of Planning Applications - Guidance for local planning authorities, and additional local requirements, as consulted on by Winchester City Council.

The new 1APP planning applications forms, and associated local requirement checklists, are available to download from our website. Alternatively, on-line applications can be made via the Planning Portal, but please make sure that you familiarise yourself with Winchester’s local requirements for validation, as this information is not available currently on the Planning Portal.

PLEASE NOTE: We will still accept existing application forms up to 4pm on Friday 4th April 2008. However, all applications made after 25 February 2008 will be validated against the national 1APP requirements, and Winchester City Council’s local requirements list.


Winchester City Council Biodiversity Action Plan (BAP)

Picture of a butterflyThe Winchester Biodiversity Action Plan (BAP) is now available on our website – please follow the link above where the information can be found.

PLEASE NOTE: Details within this version of the BAP were correct, as far as the authors were aware, at the time its adoption (March 2007). Since that date, the UKBAP Priority List of Species and Habitats has been revised and the Natural Environment & Rural Communities Act (2006) has come into force. In the light of such changes, the BAP will need to be an evolving document and should not be seen as static. Winchester City Council will be responsible for ensuring the BAP is updated with such developments whenever feasible.



Local Development Framework – Core Strategy

'Thank you' to everyone who submitted comments on the Local Development Framework Issues and Options paper. Over 1,000 people attended the workshops held in January and the Council has received more than 2,000 completed questionnaires, emails and letters, as well as more than 400 responses through the online questionnaire on our website.

All the responses need to be logged and summarised, and acknowledgements will be sent out as each is entered on to the system - this will take some time so please do not worry if you have not yet received an acknowledgement letter.

Summaries of the key points made at each of the public workshops, which give a flavour of the many and varied points raised, have been compiled and are available from the LDF pages on our website www.winchester.gov.uk/LDFworkshops

We have already received suggestions for sites to be considered, but would still like to hear from landowners, developers, public authorities or individuals from the wider community who have sites to suggest for development. We have extended the deadline for submitting sites, which we will continue to accept for consideration until 31st March 2008. These will be subject to assessment to decide whether they should be included in a draft Site Allocations Development Plan Document to be published early in 2009. The form which you should use to submit sites is available on the LDF pages of our website.

The next version of the Core Strategy will contain more detail and draft planning policies for the development of the District over the next 20 years and will be published in the late summer of 2008 for consultation.


Agents' Forum

The next Agents Forum will be held on Wednesday 9th April 2008 at 2pm at City Offices, Colebrook Street, Winchester, so please put the date in your diaries. We would like to conduct this forum in the form of a ‘round-table’ discussion, with the following topics on the agenda:

• Pre-application charging
• Amendment procedures
• 1APP
• Consistency of advice given by planners
