Biodiversity Requirements for Planning Applications
Under the new 1APP Local Requirements, certain planning applications may require a Biodiversity Statement to be submitted. As part of a move to greater consistency across Hampshire, a common set of guidance has been produced by HIPOG (Hampshire and Isle of Wight Planning Officers Group) and the Hampshire Ecologists group. If a Biodiversity Statement is identified as a Conditional requirement, then please use the new Biodiversity Checklist.


A New Approach to Calculating Transport Contributions in Hampshire
In recent years highway authorities have sought contributions from new developments toward highway improvements which would mitigate the transport impact of new development. These are over and above the immediate highway infrastructure which is necessary for the development itself.

Hampshire County Council, as highway authority, had previously adopted this approach, but other than for very large schemes, it has left negotiations to the district council concerned via the staff employed under a development control agency. Whilst this has been generally effective it has led to some inconsistencies of approach across the County.

In order to provide a more transparent and consistent approach the County Council has adopted a new policy for transport contributions, which is set out in “A New Approach to Calculating Transport Contributions in Hampshire”. The new approach is based upon a standard formula for calculating contributions from development of all sizes.

Following a report to Winchester City Council Cabinet on 25th March 2008, it was concluded that Winchester City Council would adopt the policy for all planning applications submitted on or after 1st April 2008.

Pre-Application Charging
This was discussed at the last Agents' Forum, and work has started on a structure and process for charging. Councillors wish to see it introduced as early in August as possible, and details of it will be circulated and posted on the Council’s website in due course.
 


Introduction of Fee for Compliance with Conditions
The Town and Country Planning (Fees for Applications and Deemed Applications) (Amendment) (England) Regulations 2008, which came into effect in April of this year, make provision for charging a fee for requests for compliance with one or more planning conditions.

At present Winchester City Council do not charge, but will be doing so once our software has been upgraded to allow us to accurately record and monitor requests and payments.

Details of the fees and charges can be found on our website under Planning Fees 2008, and further information will be circulated and posted on the Council’s website in due course.
 


Landscape Team
The Landscape Team, who provide advice on planning applications in relation to open space, trees and landscape matters, are no longer part of Planning Control, but form part of a new team called Landscape and Open spaces, which sits within the Environment Section of the Council. This team has a wider remit in relation to landscape matters than dealing with planning applications.
