Welcome to the latest edition of the E-Planning Newsletter from Winchester City Council. We apologise for the lack of a newsletter over the last few months, which has been due to staff absence.

Planning Agents' Forum
Due to a low response the Agents Forum scheduled for the 6th August had to be cancelled. The next date for the Planning Agents Forum will be Monday 8th December 2008 at 2.30pm at the Council Offices - please put the date in your diaries now. Further details will be sent nearer the time, and could we please ask that once you receive the formal invitation you respond with a confirmation if you are able to attend, as if we don't receive a response we will assume you are unable to attend.

1APP Tree Forms are now mandatory
Following new TPO legislation, which became effective on the 1st October, TPO applications can now only be submitted on the new national standard application forms. These are available through the Planning Portal's online application process, or the paper versions of the application forms are available from our website on the Downloadable Planning Applications page.


Pre-Application Charging
Pre-Application charging has now been introduced, and full details of the fee structure can be found on the Planning Pre-Application Advice webpage. Any feedback on this would be gratefully received, as we intend to review the process in approximately six months.


New Planning Applications On-line website
On 17th September we introduced a new on-line planning applications website, which we hope you have found to be an improvement from the previous system. If you haven't used it yet, then please follow the link to the Planning Applications On-Line page, where you can view the latest applications we have received, or search for planning history (from 1992 onwards) on a specific property.

Currently the new system does not have a facility to view applications on a map. This is currently being worked on, but if you require general property-related information, including planning applications, TPO's and conservation areas, you can use the Local View facility which is available on our main website.

Introduction of Fee for Compliance with Conditions
The Town and Country Planning (Fees for Applications and Deemed Applications) (Amendment) (England) Regulations 2008, which came into effect in April of this year, make provision for charging a fee for requests for compliance with one or more planning conditions.

At present Winchester City Council do not charge, but will be doing so once our software has been upgraded to allow us to accurately record and monitor requests and payments.

Details of the fees and charges can be found on our website under Planning Fees 2008, and further information will be circulated and posted on the Council's website in due course.
 


Changes to Permitted Development Householder Regime
Please note that permitted development changes for householders came into place on 1st October.

The changes relate to a number of the classes of permitted development contained within the current statutory instrument, The Town and Country Planning (General Permitted Development) Order 1995, including extensions to dwelling houses, roof alterations and outbuildings. Local Development Framework - Questionnaire results
Thank you to everyone who took the time to send us their views on the Issues and Options. We received a total of 2,859 responses which have been broken down into 47,604 comments. We have produced a detailed summary of the responses we had for each question in the questionnaire, which can be found on the Issues and Options page.

The responses will be discussed at a series of Cabinet (Local Development Framework) meetings during the autumn. These will take place on 21 October, 12th November and 16th December 2008.
