Live for the Future – the next step forward!

In early 2007 Winchester City Council asked what you thought needed to change to make the District and the communities you live in more sustainable, and how you wanted things to develop between now and 2026.

Our communities must be sustainable and by that we mean they must be great places to live, work, and do business. But we must also take care of the environment and leave a good legacy for future generations.

Using the information you gave us, and with a whole range of facts and figures gathered by the City Council, we have prepared an ‘Issues and Options’ paper, to be published in mid December.

This document will explore, in general terms, the level of development that needs to be accommodated across the District; the type of economy we wish to promote, and the role of the various towns and villages in providing services, housing, and facilities for local people. In addition there is an increasing need to address the issue of climate change - residents, businesses and organisations in Winchester District all need to reduce carbon emissions.

So, if you’re interested in the future planning of the district keep your eyes open for the Issues and Options Paper and come along to the public meetings that will be held in the towns and city of Winchester. The City Council does not have all the answers to where the district should be in 20 years time but this paper explores a range of matters from housing and jobs growth; protection of the built and natural environment; movement patterns across the district and how we can reduce our carbon footprint. You will have a range of options to comment on and you’ll be able to suggest alternatives.

Voluntary and Community Sector Grants 2008/09

Each financial year Winchester City Council awards capital and revenue grants to a wide range of voluntary sector organisations in the Winchester District. Decisions on grants are made prior to the start of each financial year and applications to two grant programmes are now being invited.

The deadline for the submission of applications for both Revenue and Capital grants in 2008/09 is 4pm Friday, 30th November, 2007. No applications will be accepted after this date.

Do you have a project our Engineers can help with?

Winchester City Council has an engineering team based in Winchester who can assist Parish and Town Councils in design, supervision and procurement of a range of civil engineering projects.

They are experienced in delivering a large range of civil engineering projects including new footways, car parks, signing schemes, highway and drainage works, and have good knowledge of the required Health and Safety policies and procedures and Construction and Design Regulations which govern such works.

West Meon Poll Result

West Meon Poll Result

A Parish Poll took place in West Meon on Thursday 18 October. Voters were asked to indicate a Yes or No answer to the following question:
"Are you in favour of a development in West Meon for Affordable/Social Housing of up to 10 units on an Exception Site for people with a strong local connection?"

115 people voted Yes to the question whilst 49 people voted No.
Exception Sites are designated sites where local rural communities can work together to provide affordable homes for local people.
The decision to hold the Parish Poll was made at a parish meeting on Thursday 18 September 2007. The Parish Poll took place at West Meon Village Hall and was open to all those on the Register of Electors for the West Meon Parish. There was a 27.14% voter turnout.

The results of a Parish Poll are not binding but have to be considered by the Parish Council before it decides its future approach to the issue. It is understood that the Parish Council will consider the outcome at its meeting on 6 November 2007.


How effective and efficient is our planning enforcement service?

A Members’ Informal Scrutiny Group, under the Chairmanship of Cllr Barry Lipscomb, has recently started work on a review of the effectiveness and efficiency of the Council's Planning Enforcement Service, with a view to identifying changes that could be made to the existing enforcement policy, practice and use of resources.

To assist in this review, Parish and Town Councils will be asked to complete and return a brief e-mail questionnaire relating to the service. In addition it is intended that a limited , but representative, selection of Parish and Town Councils will be invited to attend one of the meetings of the group (date to be advised) to give oral evidence and any Parish or Town Council may submit written evidence. Full details are being supplied separately to Clerks.

It is very much hoped that you will be able to contribute to this process, which is seen as a constructive and positive way forward with the development of the service.

Open up a world of discovery

Absorbing, uplifting, empowering and refreshing; these are just some of the words that describe what will be on offer at Winchester Discovery Centre when it opens on 27 November.

Located in the old lending library, the former Corn Exchange building, Winchester Discovery Centre will be at the heart of Winchester’s emerging cultural quarter and will be a vibrant centre for the local community.

This landmark 19th century building has been sympathetically renovated and extended, to create a bright and welcoming environment for everyone.

The lending and reference libraries are now under one roof and £300,000 has been invested in over 30,000 new books, CDs and DVDs. There are quiet areas for reading and study, a wide choice of newspapers, magazines and journals and excellent online reference facilities. You can use the Express Zone for fast track borrowing of your favourite bestsellers. In addition there’s a dedicated children’s library and free internet access.

City Space is an exciting celebration of the history and cultural life of Winchester and district. The high specification of The Gallery, meanwhile, will allow local people to see national arts and heritage treasures right on their doorstep, in exhibitions sourced from some of the most important museums and private collections in the country.

The brand new Performance Hall has seating for up to 180 people. As well as being available for community use, it will feature a dynamic programme of recitals, poetry readings, children’s events, music, film, dance and drama.

Grab a coffee, chat with friends, read a magazine, or simply relax in the light, attractive Café Bar and admire Alice Kettle’s spectacular textile, ‘Looking Forwards to the Past’, which forms an impressive backdrop to Winchester Discovery Centre’s glass-fronted extension.

The Discovery Centre opens is on 27 November at 10am: everyone is welcome.

Christmas Problems: solved in a TICk!

What to get for Uncle Bob? What to do with Great Aunt Sue? Where to get that ‘something special’? Entertaining guests and choosing presents for family and friends can be something of a challenge. Visitors to Winchester’s ice rink and Christmas Market can find the solution at the city’s award-winning Tourist Information Centre (TIC), where you can sort out your Christmas gift list as well as finding ideas for family entertainments and outings over the festive season.

Better known for its handy visitor information, guided walking tours and accommodation bookings, the TIC also has a great Christmas offering: calendars, videos and Winchester Teddy Bears – ideal for Winchester fans home or abroad – are always popular at this time of year. Also on sale are stocking fillers for adults and children and a superb selection of unbreakable light weight items, ideal presents for friends and relatives living overseas. There are stamps on sale too, which saves time waiting in lengthy post office queues.

The TIC is located in Winchester Guildhall, seasonal home to the hugely popular Winchester Charity Christmas Card Shop. Run entirely by volunteers and representing numerous national and local charities, the shop is located in the Courtyard Café, which can be accessed through the TIC and is open from 10am to 4.30pm Monday to Saturday. Cards are on sale until 15 December.

Planning for Affordable Housing
With house prices continuing to rise and average properties in Winchester costing in excess of £307,000, the need for affordable housing is now greater than ever.

 
Junior Citizens
Five hundred primary age children from 11 schools across the District were faced with some difficult real-life situations as they took part in Winchester’s Junior Citizen Event.

The Returning Officer (Stephen Whetnall) has received notices from 2 local electors to commence the procedure for a bye-election for the vacant District Council seat for Wickham Ward.


Giving early evening activities a boost
There is a recognised lull in activity in Winchester city centre between 6pm and 9pm, after workers leave for home and before others arrive to enjoy an evening out. The City Council is developing a framework to boost the evening economy of the city centre and wants to hear from you.


Who runs this place?
The vision of a Youth Council for the Winchester district is set to become a reality after a hugely successful youth democracy event took place.

 
Launch pad for business success
The new Winchester Business Centre was launched on Tuesday 2nd October, in the first of a series of events at the Parchment Street base. Mayor of Winchester Cllr Chris Pines cut the ceremonial ribbon to officially open Winchester Business Centre at 10 Parchment Street, with more than 40 guests watching on.
