Winchester as a Business Improvement District

As many of you will be aware a proposal has now been submitted to Winchester City Council to make Winchester a Business Improvement District (BID), with a request to hold a referendum on the issue by the end of July.

A BID is a way for businesses to generate and take control of investment, which will enhance their local trading conditions. New funds are created through the collection of a nominal levy on top of business rates - usually around 1%. This levy is ring-fenced for local use, and businesses have full control over how it is spent, in line with an agreed business plan.

Businesses are involved in the decision-making process when looking at: the area to be included in the BID; what improvements to make; and the rate of the levy.


If businesses vote for the BID the city centre would benefit from a programme of enhancements to make the town greener, cleaner, safer, better maintained and better promoted. The package of improvements was recently agreed by Winchester City Council’s Cabinet. You can read about this in committee report CAB1450

Voting for the Winchester BID starts on June 28 and closes on July so if you receive a ballot paper, be sure to have your say and send in your postal vote.
